Limit the participation of false candidates, such as those posing as proxy and dummy candidates by imposing higher candidacy bond and higher vote quotas to reimburse those bonds. PAFFREL elaborated such measures are: (1) increase the security deposit to Rs. One million at least; (2) impose a criterion that the political parties contesting elections should submit a certificate testifying that they had engaged in political activities throughout the year; (3) add presidential threshold (minimum of 25 members in the local government, 5 members in the provincial council, and at least one member in parliament); (4) if any political party fails to fulfill the above criteria but want to contest, they should be allowed but need to pay a minimum of Rs 10 million or a certain percentage of the cost incurred by EC if they fails to secure at least 1% of votes; (5) Political parties should submit to EC their annual budget, annual reports, assets and liabilities; (6) increase the election deposit by independent candidates to Rs. 5 million
